Charles E. Graves graduated from Duke University, Durham, N.C. in 1953 with a BA degree in Psychology. After working as a reporter for the Casper Morning Star in Casper, Wyoming and serving in the United States Army for two years, he enrolled as a law student at the University of Colorado in Boulder, Colorado. He graduated with an LL.B degree in 1959 and was admitted to both the Colorado and Wyoming Bar Associations in 1959. In 1959 he was employed as an Associate Attorney by Teno Roncalio, and subsequently became partner in the firm of Roncalio, Graves & Smyth in Cheyenne, Wyoming. In the course of his practice he has specialized in education and governmental law, serving as attorney for the Wyoming Education Association and the Cheyenne Housing Authority from 1966 to 1977 and won significant cases establishing the Wyoming Teacher Employment Law as a tenure type act, as well as working as attorney for the City of Cheyenne that developed the successful downtown Cheyenne renewal project. In 1977 he was appointed by President Jimmy Carter as the U.S. Attorney for the District of Wyoming and personally litigated a variety of natural resource, water and environmental cases to successful conclusions for the United States Government. In 1981 he returned to the private sector and has been the managing partner of his law firm since then. He has excellent knowledge of school and college law, having served eight years as a Trustee of Laramie County Community College and as a representative, and currently an attorney, for School District #38 in Arapahoe, Wyoming and has never lost a case for the District. He is currently serving as a Board member and attorney for Frontier Bank of Laramie County and is familiar with banking law and problems. He is also attorney for a 10 million dollar trust and has worked as attorney for a number of non-profit organizations. He currently served as a member of the Board of Directors of Powder Basin Resources Council, a state wide conservation organization, and on the Cadiz Water Development Company a water development company located in northern Wyoming.
